Sir:-
I am directed by the Marquess of Salisbury to transmit herewith copy of a note from the United States Ambassador at this Court stating that the British Steam Ship "Tartar" under charter to the United States Government has been refused clearance by the Authorities at Hong Kong on the alleged ground that she has on board more passengers than the authorized number, and requesting that steps may be taken to cause the immediate release of the vessel.
I am to request that you will move Mr. Chamberlain to inform His Lordship what reply should be returned to Mr. Choate.
